A pre-start review (PSR) is necessary whenever a new, used, or modified structure, piece of equipment, or process is constructed, added, or installed in the workplace. For steel pallet racking, a PSR is required if the racking is used, has been disassembled and reassembled, has had its beam heights changed, or has been repaired.
